Chapter By-Laws

ARTICLE I: NAME AND PURPOSE

Section 1 - The name of this chapter shall be the Roshonda C. Price Chapter of National Honor Society of White Station High School

Section 2 - The purpose of this chapter shall be to create an enthusiasm for scholarship and to stimulate a desire to serve the community in students of White Station High School.

 

ARTICLE II: MEMBERSHIP

Section 1 - Membership in this chapter shall be known as active, honorary, and graduate.  Active members become graduate members at graduation.  Graduate and honorary members have no voice or vote in chapter affairs.

Section 2 - Membership in this chapter is an honor bestowed upon deserving students by the faculty and shall be based on the criteria of scholarship, leadership, character, and service.

Section 3 - Eligibility

  1. Candidates eligible for selection to this chapter must be members of the junior or senior class.

  2. To be eligible for selection to membership in this chapter, the candidate must have been in attendance at White Station High school for a period of one semester.

  3. Candidates eligible for selection to the chapter shall have a minimum 3.85 weighted cumulative GPA.  This scholastic level of achievement shall remain fixed and shall be the required minimum level of scholastic achievement for admission to candidacy.  All students who can rise in scholarship to or above such standard may be admitted to candidacy for selection to membership.

  4. Upon meeting the grade level, attendance, and GPA standard requirements, candidates shall then be considered based on their service, leadership, and character.

 

ARTICLE III: SELECTION OF MEMBERS

Section 1 - The selection of members to this chapter shall be by a majority vote of the Honor Council consisting of five faculty members appointed by the principal.  The three chapter advisers shall be nonvoting members of the Honor Council.

Section 2 - Prior to selection, the following shall occur:

  1. Students’ academic records shall be reviewed to determine scholastic eligibility.

  2. Students who are eligible scholastically (“candidates”) shall be notified in February and asked to complete and submit the Student Information Form for further consideration for selection.

  3. The faculty shall be requested to evaluate the character of candidates determined to be scholastically eligible using the official evaluation form provided by the chapter advisors.

  4. The Honor Council shall review the Student Information Form, faculty evaluations, conduct grades, and school discipline records in order to determine membership. The Honor Council shall use the following requirements during the selection process:

  1. A minimum of one leadership activity is required for membership.

  2. A minimum of two service activities and a minimum of 25 service hours are required for membership.

  3. Conduct grades will be checked on candidates’ report cards.  The Honor Council will discuss students with conduct grades of N’s or U’s in conduct.  Faculty members will be contacted regarding reasons why students received N’s and U’s on their report cards.

  4. School discipline records will be reviewed.  Students with referrals for any reason (including tardies, uniform violations, cell phone, class cutting, etc.) will be discussed by the Honor Council.

Section 3 - The selection of new active members shall be held once a year during the second semester of the school year.

Section 4 - Candidates become members when inducted at a special ceremony.

Section 5 - Once selected and inducted, all members are expected to maintain the standards by which they were selected and maintain all obligations of membership.

Section 6 - An active member of the National Honor Society who transfers from this school will be given a letter indicating the status of his or her membership and signed by the principal or chapter advisor.

Section 7 - An active member of the National Honor Society who transfers to this school will be automatically accepted for membership in this chapter.  The Honor Council shall grant to the transferring member one semester to attain the membership requirements, and thereafter, this member must maintain those requirements for this chapter in order to retain his or her membership.

Section 8 - Candidates not selected for membership may appeal the decision to the principal. The candidates and/or their parents have one week following the receipt of the selection letter to contact the principal.   If the principal feels that the Honor Council should review the decision one more time due to lack of information, the student will be allowed to provide more information at an appeal hearing.  The principal does not have the power to overturn a non-selection decision.

 

ARTICLE IV: MEMBERSHIP REQUIREMENTS

Members must continue to exhibit the qualities for selection – scholarship, leadership, character, and service - which include maintaining the minimum 3.85 weighted cumulative GPA; attending monthly meetings and participating in all activities, as well as the induction ceremony next spring; observing class rules and school policies; receiving no disciplinary action; completing four hours of tutoring; and completing ten hours of service to the school or community.

 

ARTICLE V: DISCIPLINE AND DISMISSAL

Section 1 – Any member who falls below the standards of scholarship, leadership, character, or service will result in an Honor Council review of membership status, including probation, eligibility to wear the NHS collar at graduation, and/or dismissal.  If a member is placed on probation, it is expected that he or she:

  1. Maintain exemplary conduct, no N’s or U’s on the report card

  2. Attend all meetings

  3. Participate in all activities

  4. Maintain the minimum 3.85 weighted cumulative GPA each six weeks

  5. Receive no suspensions or discipline referrals for any reason

  6. Return probation form within a week to Mrs. Underwood signed by parents and student.

Section 2 – If a member’s cumulative GPA falls below 3.85, he or she shall be placed on probation and be given a semester to bring the GPA back up.  If the cumulative GPA remains below 3.85, the student will be subject to further disciplinary action by the Honor Council, which will include consideration of dismissal from the chapter.

Section 3 – If a member fails to perform any of the obligations listed above in Article IV he or she will be placed on probation and given a written warning with a time period for improvement.  If the obligation remains unmet at the end of the warning period, the student will be subject to further disciplinary action by the Honor Council.

Section 4 – Violation of the law or school conduct code can result in dismissal of a member.  These violations include, but are not limited to, DWI; stealing; destruction of property; cheating; truancy; or possession, selling, or being under the influence of drugs or alcohol at school or school-related activities.

Section 5 – Offenders of the school conduct code (such as use of profanity, failure to comply to class rules, unexcused absences, more than one referral for excessive tardies, more than one referral for cell phone violations, more than one referral for  uniform violations, etc.) will be placed on probation and receive written warning notification.  A conference may be requested by either party (Honor Council, student, or parent).  If the member is involved in another violation of the school conduct code, the member will be considered for dismissal.

Section 6 – In all cases of pending dismissal:

  1. The member will receive a written notification from the adviser indicating the reason for possible dismissal. The member and adviser will discuss the written notification in a conference. Situations that involve flagrant violations of the law or school conduct code can warrant disciplinary action without written warning, although a hearing must still be held (see below).

  2. The member will be given the opportunity to respond to the charge against him or her at a hearing before the Honor Council prior to the vote on dismissal.  The Honor Council will then vote on whether to dismiss.  A majority vote of the Honor Council is needed to dismiss any member.

  3. The results of the Honor Council vote will be reviewed by the principal and then, if confirmed, expressed in a letter sent to the student.  Dismissed members must surrender any membership emblems to the adviser. A dismissal letter and explanation of failure to fulfill membership requirements will be placed in the permanent record.

  4. The Honor Council’s decision may be appealed to the principal who may ask the Honor Council to review the dismissal provided there is new information.

  5. Upon dismissal or resignation, a student is no longer a member and may not be reconsidered for membership in the National Honor Society.

Section 7 – In lieu of dismissal, the Honor Council may impose disciplinary sanctions upon a member as deemed appropriate, such as not wearing the NHS collar at graduation.

Section 8 – Paperwork, required documents, and service will be completed and turned in by established deadlines or earlier.  Failure to do so will be considered a violation of said bylaws and will be grounds for a dismissal hearing.

ARTICLE VI: OFFICERS

Section 1 – The officers of the chapter shall be president, vice-president, secretary, sergeant-at-arms, and two executive council members.

Section 2 – Student officers shall be elected at the May meeting of each school year. All returning active members in good standing are eligible to run for a position as officer.  All active members of the chapter are eligible to vote.

Section 3 – A majority vote shall be necessary to elect an officer of this chapter. If the first vote does not yield a majority, a second vote shall be taken of the two candidates receiving the highest number of votes.

Section 4 - Officers are expected to be present to conduct all member meetings and to attend monthly leadership meetings for planning and committee coordination.

Section 5 – It shall be the duty of the president to preside at the meetings for this chapter.

Section 6 – The vice-president shall preside in the absence of the president and shall also keep a record of members’ contributions to leadership and service.

Section 7 – The secretary shall keep the minutes of meetings and be responsible for all official chapter correspondence, including keeping accurate email records.

Section 8 – The sergeant-at-arms maintains order, helps the secretary, and hands out materials.

Section 9 – The executive council members organize and announce service opportunities and record service points.

 

ARTICLE VII: EXECUTIVE COMMITTEE

Section 1 – The executive committee shall consist of the faculty advisers and the chapter officers.

Section 2 – The executive committee shall have general charge of the meetings and the business of the chapter, but any action by the executive committee is subject to the review of the chapter advisors.

 

ARTICLE VIII: MEETINGS

Section 1 – Meetings of this chapter shall be on the second Thursday of each month.  A list of meeting dates will be given to members in August.

Section 2 – This chapter shall conduct its meetings according to Robert’s Rules of Order.

Section 3 – All chapter members are expected to attend all regularly scheduled meetings. An absence will be excused for any of the following reasons: personal illness, serious illness or death in the immediate family, recognized religious holidays, approved school activity, in-season athletic practice, or validated court appearance. Work, not having a ride home, and making up a test with a teacher are examples of unexcused absences.  Following two unexcused absences, members will be placed on probation.

Section 4 – If a member cannot attend a meeting, he or she must submit a written explanation of absence to one of the advisers before 4th period on the day of the meeting. If the member does not fulfill this responsibility, the absence is unexcused. A member who is absent from school on the day of the meeting or checks out early, must see Mrs. Underwood when retuning to school to verify absence/dismissal and to receive current information.

 

ARTICLE IX: ACTIVITIES

Section 1 – The chapter shall determine one or more service projects each year.

Section 2 – All members shall regularly participate in these projects.

Section 3 – These projects shall have the following characteristics: fulfill a need within the school or community; have the support of the administration and the faculty; be appropriate and educationally defensible; and be well planned, organized, and executed.

Section 4 – Each member shall have the responsibility for choosing and participating in 10 hours of service that reflects his or her particular talents and interests as approved by the faculty advisor. This service is in addition to the chapter projects to which all members contribute. Members will complete a blue Service Form which must be signed each day by an adult supervising the service that day. Service Forms must be returned by members to Mrs. Underwood by the April deadline.

Section 5 – Each member shall complete 4 hours of tutoring for a WSHS student. Members will complete a yellow Tutoring Form which must be signed by a supervising WSHS teacher. Tutoring forms must be returned by members to Mrs. Perkins by the April deadline.

Section 6 – The chapter shall record, promote, and publicize its projects in a positive manner.

 

ARTICLE X: EMBLEM

Section 1- Each member of this chapter who is in good standing with regard to membership standards and member obligations shall have the privilege of wearing the emblem adopted by the National Honor Society.

Section 2 – Any member who withdraws, resigns, or is dismissed from the chapter shall return all emblems to the chapter.

Section 3 – Chapter members who are seniors in good standing shall be granted the privilege of wearing the NHS honor collar at graduation.

 

ARTICLE XI: DUES

Section 1- Annual dues for this chapter shall be $10.

Section 2 – Dues will be collected prior to induction. Junior inductees will pay $20 for their junior and senior years. Senior inductees will pay $10.

 

ARTICLE XII: POWERS

Section 1- The chapter advisors as delegated by the school principal are given the authority to supervise the administration of chapter activities.

Section 2 – The principal shall reserve the right to approve all activities and decisions of the chapter.

Sections 3 – These bylaws are designed to amplify provisions of the national constitution and cannot contradict any components thereof. The chapter is obligated to adhere to the provisions of the national constitution in all activities it undertakes.

 

ARTICLE XII: AMENDMENTS

Section 1 – These bylaws may be amended by a two-thirds vote of the chapter, provided notice of the proposed amendment has been given to members at least one month prior to the vote. The exceptions to this are Articles III and V (selection to discipline), which are developed by the Honor Council with the approval of the principal.

Section 2 – Bylaws and amendments must be consistent with the constitution of the National Honor Society.
